Biography

David Horrigan was an Analyst and Counsel at 451 Research covering information governance, legal and regulatory e-discovery, compliance, and international data privacy. As an industry analyst, attorney and award-winning journalist, David has covered legal, regulatory, and market issues affecting companies in these areas.

Prior to joining 451 Research, David practiced intellectual property, media and technology law, serving as Counsel for Intellectual Property and Technology Policy at the Entertainment Software Association, and as Director of Legislative and Regulatory Policy at the Magazine Publishers of America, in addition to advising clients on electronic discovery policies and managing e-discovery in complex litigation. David was also Assistant Editor and Staff Reporter at The National Law Journal and a columnist for Law Technology News, where he co-founded the long-running Technology on Trial column, for which he won the Bronze Award from the Trade, Association and Business Publications International (TABPI). His articles have appeared also in The American Lawyer, Corporate Counsel, The New York Law Journal, JUVE (Germany), The Washington Examiner and others, and he has been cited in law reviews and journals of Emory University, Northwestern University, Yale University, among others.

A frequent conference speaker and law school guest lecturer, David serves on the Editorial Advisory Board of Law Technology News and the Data Law Board of Advisors for the Yeshiva University Cardozo Law School. David holds a Juris Doctor from the University of Florida and a Bachelor of Science from the University of Houston, and he studied international law at Universiteit Leiden in the Netherlands. He is licensed to practice law in the District of Columbia.
